船舶検査・小型船舶操縦免許ってなに？
みなさん、ご存知でしょうか？
日本では小型船舶にも自動車と同じように免許と検査が必要です！
例えば自動車でいう普通自動車運転免許と同じように小型船舶にも小型船舶操縦免許があり、自動車の自動車継続検査（通称：車検）と同じように小型船舶にも船舶検査が必要になります。
ただし、平成15年6月から施行された国土交通省による規制緩和によって小型船舶でも船舶検査と免許不要が不要になる条件ができました。
おそらく免許不要の条件を知っている方がよく耳にするのは「船外機の出力が2馬力以下は免許不要」ではないでしょうか？
ざっくりとした条件はあっていますが、意外と知られていない落とし穴があります。船外機の出力以外にも船体の長さや使用条件など船舶検査と免許不要のためにはいくつかの条件があります。
この条件を知らずに船外機出力が2馬力以下だからと使用していると法律に違反してしまいますのでご注意ください。
今日はこの船舶検査と免許についての詳細と、ではカヤックやSUPで使えるBixpyJetってどうなるの？ってところを解説したいと思います。

船舶検査・免許が不要な条件
国土交通省が定める船舶検査と免許が不要な条件はこちらです。
免許不要の船舶
平成１５年６月から、次の要件の全てを満たすボートは免許が不要です。また、船舶検査を受けなくても操船することができるようになりました。

１． 長さが３メートル未満であるもの(登録長)
※注：「登録長」は、概ね「船の全長×０．９」となります。（なお、船型によって「登録長」の定義が異なりますので、詳細は運輸局等に
ご確認ください。）
２． 推進機関の出力が１．５kw（約２馬力）未満であるもの
３． 直ちにプロペラの回転を停止することができる機構を有する船舶、または、その他のプロペラによる人の身体の傷害を防止する機構を
有する船舶
例）非常停止スイッチ、キルスイッチ、遠心クラッチ、中立ギア、プロペラガード等 →これにより、例えば、上記３の機構を有する
エレキモーター（出力１．５kw未満に限る）のみを使用して３メートル未満の船を利用する場合には、免許は不要になります。
（※１．５kw未満のエレキモーターのみでも船の長さが３メートル以上である場合は免許が必要となります。）
船外機付きの船舶検査の対象については日本小型船舶検査機構が下記の条件と定めています。
以下に掲げる船舶は船舶検査が免除されています。
（1）エンジン付き船舶（帆船を含む）
検査が免除される船舶 免除対象外の船舶
（検査が必要な船舶）長さ12メートル未満の船舶（帆船を含む）であって、以下の要件をすべて満たすもの
- （1）旅客の定員が3人以下
- （2）船外機船であって、長さ5メートル未満の船舶の場合にはその出力が3.7キロワット以下、長さ5メートル以上の船舶の場合にはその出力が7.4キロワット以下である
- （3）以下に掲げる水域のみを航行する
- 湖（沼、池を含む）またはダム、せきなどで貯留された水域で50平方キロメートル以下の水域
- 告示で定める湖、海域
能取湖、屈斜路湖、風蓮湖、洞爺湖、小川原湖、十和田湖、浜名湖、宍道湖、中海、浦ノ内湾、江田島湾、羽地内
- 潜水船、水中翼船、エアクッション艇などの特殊船
- 危険物ばら積み船
長さ3メ－トル未満であって、エンジンの出力が1.5キロワット未満の小型船舶（いわゆるミニボート） 推進用の船外機の他に船位保持用の補助推進機関（電動船外機）を併設し、船外機との合計の出力が1.5キロワット以上となる場合 【引用】日本小型船舶検査機構-検査対象外の船舶についてhttps://jci.go.jp/inspection/kensataishou.html
BixpyJetにも小型船舶免許が必要？
BixpyJetの出力は30lb（ポンド）で、これは約0.36kwにあたります。これは国土交通省の定める免許不要の条件の1つ「推進機関の出力が1.5kw（2馬力）以下であること」に該当します。

その他に気にしなければならない条件が「長さが３メートル未満であるもの(登録長)」になります。これは注意書きにもありますが「※１．５kw未満のエレキモーターのみでも船の長さが３メートル以上である場合は免許が必要となります。」となり船の長さが3m以上の場合は免許が必要になります。
では免許持っている人は乗れるのかというと、船の長さが3ｍ以上だと船舶検査も必要となり、船舶検査を通過する必要があります。おそらくだいたいのカヤックやSUP、2馬力以下を想定したような小型ボートなどは船舶検査に耐えられる設計にはなっていません。船舶検査の通過は不可と考えられます。
船の長さですが”登録長”という定義になり「※注：「登録長」は、概ね「船の全長×０．９」」と実際の船の長さの90%を表していますので、3m未満というのは実際の船の長さが333cm以下となります。
これはft（フィート ）に換算すると10.92ftになりますので、11ftのカヤックやSUPはNGですが、10ft台のカヤック、SUPはだいたいOKとなります。カヤックでは10ft台というサイズはかなり小さなサイズになりますので購入の際にはご注意ください。
